COMException was unhandled Empty COMException was unhandled

I'm only new in VB and I keep on getting COMException was unhandled in this line

DBConn.Open("Provider = Microsoft.Jet.ILEDB.4.0;" & _
                    "Data Source = '" & Application.StartupPath & "\ESL_SDS_RMS.accdb'")

How can I fix it?
